I think i totally fell in love with my best friend help!?

well this girl i like Ive known for all my high school years. well starting of junior year i moved not to far away but i started attending a new high school were both the same seniors etc. well ever since i left me and her have been talking WAY more. I recently graduated early and shes still going to my old school, well i think i really fell for this girl because im willing to go Very far for her even though i live somewhat far. now we don't go out together much but when were together even the way she looks into my eyes sets it my stomach fluttering .were so close the barrier of touching is almost non existent. shes a very touchative person by nature well i hope i don't misconstrue her being the friendly type. that she is for actual feelings of liking me shes very friendly especially towards guys i guess she just gets along with guys better .NOT TO BE MISTAKEN fir something else. anyways shes been there for everything that has ever happened to me through my breakup with my ex and how she cheated on me to other things .shes always been there and when i look at her i just get a feeling of happiness. i want to kiss her so bad but i have to hold myself and i know she wants to kiss me too. who hugs you really tight i mean tight or come inches from your face or plays with my lip ring or put her hand over my mouth to shut me up not any normal girl ive known .could she be flirting with me or am i deluding myself .now the problem is she said shed never date anyone that was younger than her because she has she dated a 14 year old when she was 16. and well she saw my id and said ';do you know what this means we can never date i just played it off as age just being a number. i mean cmon its only 1 month and a couple days of difference . then she said she turned down a guy because he was a week younger than her but also cause he was weird. should i just go for it i mean shes also even stated that it depends on the person the age thing. age is just a number its how you feel about someone but shed feel like somewhat of a cougar .i know i know retarded and now im thinking of inviting her to prom. should i make my move and tell her how i feel and then ask or ask and then tell her how i feel cause seriously one of these days im just gonna go in for the kiss... well in my situation what can i doI think i totally fell in love with my best friend help!?
From a girl's point of view: Well, if it was me, I would tell them how I feel first. That way it's out there and they know exactly how you feel. I totally agree that age is just a number; I personally think they should put how mature you are on you license and not your age, but anyway, if you really like this girl just go for it!! If she doesn't feel the same, you don't deserve her.
